EXTERNAL AUDIT SERVICES

Health Advocacy Coalition (HAC) is an independent research, policy and analytical platform that aims to stimulate the exchange of experiences and interaction between the private sector, civil society, international and governmental organizations in accelerating and sustaining the EECA region’s progress towards universal health coverage (UHC). Its mission is to provide a platform for barrier-free and non-discriminatory engagement of all stakeholders to bring together diverse positions and perspectives to form a robust strategy for achieving universal health coverage, including assessing progress towards universal health coverage commitments, and to promote a coherent, balanced and inclusive approach to health systems strengthening.

As part of the implementation of the project «Strengthening Community Engagement and Capacity for Community-Led Monitoring (CLM) in Eastern Europe and Central Asia» under UNAIDS funding, HAC is looking for a company that can perform an external audit of HAC’s financial statements, including those of the above mentioned UNAIDS-funded project.

The deadline for bids is February 29, 2024.

Key Objectives and Responsibilities:

The objective of an audit of the organization’s financial statements prepared by HAC is for the auditors to express an independent professional opinion on whether the grant financial statement is accurate in all material respects.

• The audit will be conducted in accordance with International Standards on Auditing (ISA) and will include tests and review procedures that the auditors deem necessary.
• The auditor should verify that all funds have been used only for the purposes for which the funds were provided.
• As part of the audit, the auditor should ascertain whether the grants were spent for the purpose for which the funds were awarded.
• The auditor should determine that HAC’s financial statements are in accordance with the approved budget and are prepared in the same manner. Items in the financial statements prepared by the HAC should be supported by appropriate documentation.
• The auditor should confirm that the quality of the HAC’s internal controls is adequate and report any deficiencies in the internal control system.

Requirements and Qualifications:

• Be qualified to practice as an external auditor and express audit opinions in accordance with Georgia laws, rules and other requirements;
• The certified auditor must be registered with a recognized institute of registered public auditors.
• The auditor must have experience in applying ISA standards. The auditor must employ sufficient staff with appropriate professional qualifications and experience with ISA standards, including experience in auditing the accounts of organizations comparable in size and complexity to the audited organization.
• The audit firm must be registered and licensed by a national or regional professional accounting body. The firm should have relevant experience in accounting and auditing development projects, especially donor-funded operations.
• The auditor should provide curriculum vitae (CVs) of its firm’s auditors who will be responsible for signing the opinion, as well as CVs of managers, supervisors and key staff proposed as members of the audit team.
• Knowledge of English and Russian, including fluent writing and reading.
