Health Advocacy Coalition (HAC) is an independent research, policy and analytical platform that aims to stimulate the exchange of experience and collaboration between the private sector, civil society, international and governmental organizations in accelerating and sustaining the EECA region’s progress towards universal health coverage (UHC). Its mission is to provide a platform for all stakeholders to engage in a barrier-free and non-discriminatory manner to bring together diverse positions and perspectives to formulate a robust strategy for achieving universal health coverage, including assessing progress towards achieving universal health coverage commitments, and promoting a coherent, balanced and inclusive approach to strengthening health systems.

With universal health coverage as a key vision for global health, we see an important role to play in informing the transformation of health systems. We are committed to providing the public and policymakers with timely data on progress and challenges in achieving UHC.

As part of the project “Strengthening community engagement and capacity on community-led monitoring (CLM) in Eastern Europe and Central Asia” funded by UNAIDS, HAC is looking for an expert in financial support for the implementation of sub-grant projects in Kazakhstan and Kyrgyzstan.

Work completion period: until September 31, 2024.

  • Type of contract: short-term, consulting

Main tasks and responsibilities of a consultant:

 

  1. Prepare sub-grant agreements, budget, report templates and other relevant documents based on HAC templates.
  2. Monitor the implementation of work plans and deliverables in project-related agreements in collaboration with the Project Manager.
  3. Technical support upon request of sub-recipients during project implementation: regular calls, training and clarification on reporting.
  4. Identification, monitoring and analysis of key problems associated with the execution of project budgets by sub-recipients and project partners.
  5. Updating and supplementing financial reporting forms for sub-recipients in accordance with donor requirements (if necessary).
  6. Sub-recipient reporting management: collection of quarterly financial reports from sub-recipients; reviewing reports to ensure that expenditures comply with donor requirements, original budget and internal HAC procedures.
  7. Verification of sub-recipients’ primary financial documents to ensure that these documents comply with the donor’s requirements and HAC procedures.

Requirements and qualifications:

  • Bachelor’s degree, preferably in business, finance or accounting
  • Minimum 3 years of experience in grant/contract administration, at least one year of experience in sub-grant administration
  • Experience with all aspects of the donor cycle
  • Ability to work with employees at all levels in a multicultural, multilevel, multidisciplinary organization.
  • High level of flexibility and adaptability to different situations
